Jokowi said in a recent Cabinet meeting that the two rules hampered the government’s efforts to create a conducive climate for investors.

Cabinet Secretary Pramono Agung said Jokowi had demanded that all regulations which impeded investment be removed.

“He does not only mean regulations from the central government but also from regional administrations, including regional regulations,” Pramono said, as quoted by the Cabinet secretary’s website,, on Thursday.

The requirement for foreign workers in Indonesia to be able to speak Indonesian is stated in Manpower Ministry Regulation No. 12/2013. Meanwhile, the requirement to hold a KITAS is mentioned in the 2011 Immigration Law.
